KLRI Jointly Held International Symposium on Public Finance Law with Ministry of Economy and Finance

The Korea Legislation Research Institute (President: Rhee Ik Hyeon) and the Ministry of Economic and Finance jointly held the International Symposium on Public Finance Law under the subject of 'the Reform of Public Legislation for the New Era’ at Grand Ballroom of Plaza Hotel on 9:00 am of 4th (Thu).

The Introduction method on budget legal principle, the inter-Korean economic cooperation and role of public finance, the reforms of legal system for the integrated disclosure of financial information have been discussed during this symposium, prepared to find the reform measures on public finance law consistent with various changes in financial environment including inter-Korean relations.

This symposium has proceeded through four sessions, attended by  Rhee Ik Hyeon, President of the Korea Legislation Research Institute, Kim Young Jin, 2nd Vice Minister of Economy and Finance, and around 150 prominent participants from the National Assembly and the Ministry of Economy and Finance. Each subject of sessions include: introduction of budget legal principle for the democracy in public finance; reforms of public finance law system for the new inter-Korean relations; and the integration of financial information and reforms of legal system for transparency in public finance, followed by the final session for comprehensive discussion.

In each session, participants enthusiastically discussed subjects including 'the French Budget Act (LOLF) and budget legal principle in France'; 'the role of public finance in the unification process - implications from Germany'; and 'review of the central-regional financial information sharing system in leading countries.'

Financial experts from Germany, the United Kingdom, and France have attended for presentation, and Kook Kyung Bok, chair-professor of Chonbuk National University, Jang Yong Keun, professor of Hongik University, Lee Jung Hee, professor of University of Seoul, Lee Won Hee, professor of Hankyong National University, Jung Sung Ho, researcher of the Korea Public Finance Information Service, and Shin Jeong Gyu, member of the Korea Legislation Research Institute have appeared as domestic presenters and debaters.

Rhee Ik Hyeon, President of the Korea Legislation Research Institute, said "research by comparative method with leading countries has to continue as the public finance is one of the most significant order systems in the Republic of Korea" and continued "meaningful discussions are expected to be held with financial professionals attending this symposium."

Meanwhile, the Korea Legislation Research Institute studies the legal system on public finance for efficiently supporting policies so as to secure the integrity and safety of the public finances of the Republic of Korea and local governments.
