MOU Signing Ceremony between Korea Legislation Research Institute and Chungcheongnam-do Council for Legislative Cooperation

Korea Legislation Research Institute (President Kye-Hong Kim) and the Chungcheongnam-do Council (Chairman Myoung-Sun Kim) signed a Memorandum of Understanding (MoU) on March 10 (Wed.) at the Council’s Press Room for mutual cooperation in legislative policies and the improvement of municipal laws. 
 
This MoU was concluded to contribute to the development of local governments and the autonomous decentralization by establishing a mutual cooperation system between the two organizations. 
 
At the signing ceremony attended by KLRI President Kye-Hong Kim, Chairman of the Chungcheongnam-do Council Myung-Sun Kim, and their staff, the two heads committed to mutual cooperation in sharing information on local laws and legislative evaluation, operating a working group, and sharing and providing legislative data.
 
KLRI President Kim said, “Municipal laws has been grown in terms of the number of legislation. Now is the time to improve the quality of legislation by evaluating its effectiveness and normative power after being enforced.” He stressed out by saying, “KLRI’s theoretical and practical capabilities would contribute to the development of legislation of local laws of Chungcheongnam-do.”
 
Chungcheongnam-do Council’s Chairman Kim said, “With the MoU, I believe, local laws of Chungcheongnam-do would be equipped with effectiveness and expertise, which would eventually contribute to the prosperity of Chungcheongnam-do and its people.”
 
Meanwhile, KLRI has introduced evaluation methodology based on sociology of law using surveys and statistical analysis, which improves legislative efficiency and ensures the recipient-centered legislative policy as well as objective and scientific legislative evaluation.
