Ⅰ. Background and Purpose
□ After Public Service Ethics Act was legislated in 1981, it has been compensated the weak points and progressed through six times amendments. However several improvements are still needed in the process of registration, disclosure and examination of property.
□ Especially, the problems are the registration of support payments on Political Fund Act, refusal to report the property, expending the prior inquiry service system about real estate and finance, and the disclosure of the contents of the report by the order to supplement.
□ This thesis is to investigate the causes and to suggest the solutions by amending the Act.


Ⅱ. Main Contents
□ The political support payments shall be excluded from the property to be registered because they are official property controlled strictly by the Political Fund Act and are clearly not actual property of the person liable for registration.  
□ The information by the prior inquiry service system about real estate and finance which has been serviced for the periodical reporting on changed matters shall be serviced for the non- scheduled reporting.  
□ The system of refusal to report of lineal ascendants and descendants shall be abolished and the property which has been refused to report shall be registered but it shall not be open to the public for the protection of privacy for them.
□ The supplementary registration shall be ordered before disclosure of property for the contents of the report to be open to the public.


Ⅲ. Anticipated Effects
□ The accurate information will be supplied to the people by the rational adjustment of properties to be registered and the disclosure of the contents by order of supplement. 
□ The active and voluntary participation will be inspired by enhanced convenience of the person liable for registration through expending the prior inquiry service system about real estate and finance.
□ The confidence of people will be secured by the abolition of the system of refusal to report and registration of the property of lineal ascendants and descendants.
