Ⅰ. Background and Purpose of Research
□ Cutting red tape is an everlasting topic of administrative reform in Germany and regularly recurring on the political agenda.
ㅇ The Grand Coalition Agreement has committed to measure the administrative costs imposed on business by central government regulation through the Standard Cost Model (SCM) and to establish the National Regulatory Control Council.
ㅇ In mid-2006, the government programme “Reduction in Bureaucracy and Better Legislation.” Along with these actions comes the goal to reduce the administrative burdens by 25% before the end of 2011.
□ This Report present German strategy in its “fight against red tape” with focus on the work of the Federal, the Federal States and the municipalities.
ㅇ This Report analyze in many pilot projects involving Federal States and municipalities. Building on that, this Report analyze and evaluate the outcomes and impacts of the German administrative burden reduction policy.
ㅇ In the following, this Report try to raise some points that can explain the current strategy and future prospects of the administrative burden reduction policy in our country.
Ⅱ. Main Contents
□ The Federal Republic of Germany now is in a good position. The methodical approach chosen - the Standard Cost Model - has proven to be successful.
ㅇ There is an increasing transparency about the amount of time and/or money enterprises and citizens have to expend because of bureaucracy - across all fields of law.
ㅇ Recent practical application of Standard cost model in Germany includes measuring administrative costs caused by citizens or administration in itself.
□ The Federal States and the municipalities implement many pilot projects and examine three selected legal areas for simplification measures.
ㅇ These projects are to be used to identify good practical examples and hints for simplifying regulations in Germany. The lessons learned these projects that the Federal Government depends on the support of the Federal States and municipalities if it wants to achieve its goal of noticeably relieving the business sector, the citizens and the administrative sector from costs of bureaucracy.
ㅇ It is therefore important that the Federal States and the municipalities get actively involved in the process and together with the Federal Government and the National Regulatory Control Council.
Ⅲ. Conclusions
□ The traditional SCM methodology is also well suited, without significant modification, to measuring costs in our Country.
ㅇ However, In contrast to more detailed SCM measurements, SCM-scan and SCM-Compact are very useful tolls in resources and prices when applied to our country.
□ This report thus concludes that continuing education courses does offer opportunities for further developing the SCM model.
ㅇ Actors at the Government levels, Civil levels and think tank must therefore work together to reduce in any meaningful way administrative burdens affecting businesses, the public, and the citizens.
