The purpose of this study is to systematize the legislative system of the conciliation of fisheries disputes.
In order to deliberate on the matters concerning conciliation, coordination, compensation, etc. for fisheries, the Central Fisheries Coordination Committee is established within the Ministry of Maritime Affairs and Fisheries, and the City/Do or Si/Gun/Gu Fisheries Coordination Committee is installed in each City/Do or Si/Gun/autonomous Gu. The Fisheries Coordination Committee is composed of fishers' representatives and people who have profound knowledge and experience in fisheries.
However, there are not the provision on the procedure about conciliation under Fisheries Act and not public participation in the conciliation of fisheries disputes.
Unlike many other natural resource industries, fisheries cannot be effectively managed by a single State or Municipal entity. Fisheries differ a great deal across the country. To address these regional differences, the Sea Regional Fishery Council system should be created. The Council system is designed to allow regional, participatory governance by knowledgeable people with a stake in fishery management.
