With the goal to advance the services for civil petitions at a national level, this year the Government is enforcing the E-Government business, enhancing the joint use of administrative information that administrative and public agencies retain as well as standardizing the relevant documents as to prevent unnecessary waste of administrative power and sources, and provide an efficient service for civil petitions. However, relevant laws and regulations on civil petitions treatment are dispersedly provided in various individual laws, impeding the advancement of services for the civil petitions.
This study focuses on systematizing the relevant provisions concerning the online services for civil petitions stated in the Civil Petitions Treatment Act, etc. Also, the study suggests the ways to improve the legislation or enacting new laws for online request and operation of civil petitions. For instance, it proposes a draft law that improves existing relevant provisions concerning the effect of electronic signature and its expansion of scope, establishment of electronic data storage, standardization of fees, etc.
