The 31st Legislative Policy Forum with Yang Chang-Soo, Former Justice of the Supreme Court

Korea Legislation Research Institute, headed by President Rhee Ik-hyeon, held the 31st Legislative Policy Forum on June 18 (7 a.m.) on the theme of ‘The Past, Present and Future of Civil Law of Korea.’ KLRI invited Yang Chang-soo as a speaker, a chair-professor of Hanyang University School of Law and former Justice of the Supreme Court, to the Forum held in the Rose Room (5F), Grand Intercontinental Seoul Parnas.   

Professor Yang had been a professor of School of Law, Seoul National University for 20 years since 1985 after serving as a judge for Seoul District Court of Civil Procedures and Seoul District Court of Criminal Procedures. After 6 years serving as Justice of the Supreme Court since 2008, he is now teaching lawyers-to-be at School of Law, Hanyang University. 

During his speech, he looked back on the history of civil law in Korea from the enactment of the Civil Act to date, and explained how early jurisprudence of Korea has influenced Korean law. He also pointed out problems in the current law school system mainly focused on practice, and gave an advice on what legal minds law students should have for the development of law. In addition, he stressed the necessity to remind “Law in the Present Day” in a rapidly changing society, and to reconsider law-making decisions hastily made without sufficient academic grounds in the early days of the Republic of Korea. 

Besides, KLRI has held legislative policy forums inviting experts from many different fields to identify legislative issues and share opinions on legislative achievement. So far, many renowned experts have participated in these Forums, including Song Jae-ho, Chairperson of the Presidential Committee for Balanced National Development, Kim Oe-sook, Minister of Government Legislation, and    Chairperson Han Woo-sung of the Overseas Koreans Foundation.
