KLRI Held Academic Conference of Constitutional Scholars 2019

The Korea Legislation Research Institute (President: Rhee Ik Hyeon) and the Korean Constitutional Law Association held an Academic Conference of Constitutional Scholars 2019 under the theme of “Development of modern Constitutionalism and Tasks on Constitutional Study in the Republic of Korea” at the Hall of Law in Hankuk University of Foreign Studies on June 7th (Friday).
 
This academic conference was prepared to review the development process of the constitution and find constitutional solutions to major issues arising in a rapidly changing social environment. 
 
The conference, where Moon Jae Wan, Chairperson of the Korean Constitutional Law Association and Rhee Ik Hyun, President of Korea Legislation Research Institute gave their congratulatory addresses, was divided into three Parts, each consisting of five Sessions. In Session I, Yang Gun, honorary professor of Hanyang University (former Chairperson of the Board of Audit and Inspection) provided his keynote presentation under “Constitutional Study in the Transitional Era,” followed by debates by kim Bi Hwan, professor of Sungkyunkwan University, and Min Kyung Guk, honorary professor of Kwangwon National University.
 
In SessionⅡ, there were lively discussions on “Constitutional Perspective on the Controversy of Decoration to Independence Patriots,” “Legislative Investigation of Artificial Intelligence and Human Rights,” and “Implementation of Accountability in Constitutional Justice and Judical Reform.”
 
In the last Session Ⅲ, participants including Bae Gun Yee and Jang Ming Young, researchers of the KLRI, and Lee In Ho, professor of Chung-Ang University gave presentations and engaged in debate on “the comparative analysis of criteria to judge unconstitutionality regarding disability discrimination and its implications,” “Constitution and Sustainability,” and “Conscientious Objectors and Arrogation of the Constitutional court.” 
 
President Lee of the KLRI said, “ We are in a transition period to move into a future society,” and continued, “In this conference, we will discuss the constitutional theory in depth which may be a milestone for value determination on the social discourse including decentralization system, change of power structure, and peaceful unification of the Korean peninsula.”
