Ⅰ. Backgrounds and Purposes
○ As the science and technology rapidly develops, various goods and services are introduced including healthcare(healthcare procedure, medical act, medical device), delivery system (smart cube system, self-driving cars), environment, energy etc.. Although developing technology would be a significant tools for life of the people, proper regulations are needed to be prepared for the risk management of the technology. In that sense, discussions regarding “better regulation” would be significant. Especially, healthcare system is one of the major part that protect life and health of the people, and more issues are suggested including global harmonization of model regulations or protecting patients(consumers)’ rights.

Ⅱ. Major Content 
○ This research grounds on the “World Congress & Expo on ”Healthcare IT” 2018“ Conference topics, which had been discussed regarding progress of IT and the legal systems etc.. The main interests of the research includes more widely available healthcare system based on the technology such as Point-of-testing, Smart Care etc.
○ From the technology law perspectives, this research has divided the healthcare services into three parts, which includes technology (i) to improve healthcare service environment, (ii) to provide effective medical service, and (iii) to provide medical services for the patient(consumer) concentrated. Then, this research has induced legislative issues arising from each services.
○ While making proper regulatory decisions in healthcare using science technology, the legislative issues needs to be based on the proper approaches. For instance, the international standards of electronic health information should be selectively adopted based on our legal systems. Moreover the protection of patients(consumer) right in the healthcare system needs to be considered.
○ In this regards, more research and sincere concerns are needed regarding (1) proper balancing test of medical information between usage and protection, (2) more clear guidance of ownership, managing, or usage right of medical information, (3) possibility or rightness in adopting international standards, (4) strengthening patient(consumer) right, (5) concerns regarding negative regulations, and (6) policy consistence.

Ⅲ. Expected Effects
○ This research introduces diverse kinds of services developing from the healthcare technology. Then, the legislative issues are induced from each services. Therefore, this research would contribute to make the proper regulatory frames when the new technology are adopted in our society.
