KLRI-MOLEG Held Joint Academic Conference

The Korea Legislation Research Institute (President: Rhee Ik Hyeon) and the Ministry of Government Legislation (Minister: Kim Hyeong Yeon) held a joint academic conference under the theme of “A Century since the Provisional Government of the Republic of Korea and the Administrative Law” at the JW Marriott Hotel Seoul from 9:30 a.m. on July 3rd (Wednesday).
 
This academic conference, co-hosted by eight Korean associations including the Korea Comparative Public Law Association and the Korean Local Government Law Association, was prepared to look back on the past and the present of the administrative law and find the way forward.
 
The conference, attended by more than 200 persons including President Rhee of KLRI, Minister Kim Hyeong Yeon of MOLEG, Chairperson Park Kyun Sung of the Korea Law Professors Association Inc. and Chairperson Kim Dae Hwan of the Korean Public Law Association, began with a keynote lecture by Park Jung Hoon, professor of the Law School, Seoul National University, on “A Century since the Provisional Government of the Republic of Korea and the Administrative Law.”
 
Presentations and discussions followed on various subjects including regulatory reform and administrative law in ICT convergence industry; administrative legislation in the multicultural era; and the past, present and future of the local autonomy law, environmental law and public law and system on land.  
 
Choi Hwan Yong, Vice President of the KLRI, gave his presentation on “Constitution and Legal System of the Provisional Government of the Republic of Korea” in the joint session with the MOLEG. He looked back on the legislation history from the establishment of the Provisional Government of the Republic of Korea to the enactment of the Constitution of the Republic of Korea, and reviewed the significance of those events in the legal history of the Republic of Korea.
 
At the end of the conference, a special session was held to collect diverse opinions of the academic community on the necessity of establishing the Framework Act on Administration, giving presentation on “Necessity of Legislating the Framework Act on Administration, and its Legislative Direction.”
 
President Rhee of the KLRI said, “It is very meaningful that associations related to the administrative law, the Ministry of Government Legislation, and the KLRI get together in the same place for the first time to discuss the same topics,” and continued, “For the problems of our times, we will find solutions from the perspective of the legal system.”
 
In addition, Kim Hyeong Yeon, Minister of Government Legislation, said, “Now is the time to prepare for the next 100 years of the administrative law of the Republic of Korea. Thus, we should make efforts to prepare foundations for future administration and take a step forward for the rule of law by means of fundamental innovation of the administrative law system to make the complex administrative law more systematic and easy to understand.”
