KLRI Holds Joint Academic Conference with Korean Organizing Committee of World Congress of Constitutional Law

The Korea Legislation Research Institute (“KLRL”), headed by President Rhee Ik-hyeon, jointly held an international academic conference with the Korean Organizing Committee of the World Congress of the International Association of Constitutional Law (“IACL”) under the theme of “The Future of Decentralization: Coexistence & Coprosperity” at Multimedia Lecture Room on the 6th floor of the 600th Anniversary Hall of Sungkyunkwan University, on Monday, June 20.

The World Congress of the IACL is a conference where around 1,000 constitutional law scholars and researchers from around the world gather together to study and discuss current academic trends on constitutional law and related topics. It is held every four years. This year’s event was organized for the first time in Asia in 20 years.  

The KLRI held the Workshop D jointly with the Korean Organizing Committee of the World Congress of Constitutional Law and the participating scholars sought for solutions for emerging global issues from a constitutional law perspective. At the conference, 100 participants, including KLRI President Rhee Ik-hyeon, Chairman Jeong Jae-hwang of the Organizing Committee of the World Congress of Constitutional Law 2018 and Chairman Song Jae-ho of the Presidential Committee for Balanced National Development, had multifaceted and in-depth discussions on decentralization for sustainable society. 

Session 1 was held with the theme of “Decentralization Future and Vision” to seek alternatives for the future and vision of global decentralization based on the presentations of federalism and polity of a unified Korea and local autonomy and Japanese constitution. At Session 2, under the theme of the Constitutional Issues of Decentralization, the panel discussed solutions for the issues. The presentations and discussions were conducted by the participants, including Professor Jang Cheol-jun of Dankook University; Director Kim Chung-il from the Ministry of Government Legislation; KLRI Researchers Choi You; KLRI Researcher Yun In-suk; and KLRI Research Fellow Bae Gun-yee. 

KLRI President Rhee Ik-hyeon said, “I believe Korea and global society are calling for engagement, coprosperity and integration.” He added, “I hope today’s conference contributes to future-oriented constitutional design with decentralization and balanced development in line with global discourse on engagement, coprosperity and integration.”
